  1. Preheat oven to 200 degrees C.
  2. In a plastic bag, toss potatoes with oil, salt and pepper.
  3. Spread evenly onto baking pan and cover with foil.
  4. Bake for 30 minutes, remove cover and turn potatoes.
  5. Bake for 10 more minutes.
  6. For the sauce, heat the oil in a medium saucepan.
  7. Add flour and stir over medium heat for 30 seconds.
  8. Add milk and stir until thickened.
  9. Reduce heat to low; stir in cheese, green onions and pepper.
  10. Serve potato wedges with warm cheese sauce.
